The mind of a criminal is difficult to understand at the best of times. The mind of a criminal being chased by the cops defies belief.
A bad guy (or girl) will try to get away by car. There are many great movie scenes based on the idea.
Getting away by motor bike is a classic idea too. Remember Steve McQueen in 'The Great Escape'. I know he wasn't being chased by the police and he was the good guy but you get the picture.
At least in something motorized you have a chance to get away but the guy in this clip has no chance. He's riding a push-bike.
Elliot and the boys had ET to help but this idiot only has the power of his legs. And still he keeps pedaling.
